There was, it is argued, an "implicit contract" in Clinton's admission that he had "caused pain in [his] marriage" and voters' assumption "that he wouldn't do whatever he had done again" (Borger, 1998, p. 31).

In the age of the first administration Clinton was hit with the claims of Paula Corbin Jones that he had subjected her to sexual anguish in 1991, when she was a clerical worker for the state of argon and he was governor. There are also growing questions about evidence that Kenneth Starr's Whitewater investigation is seriously tainted by the settle of Richard Mellon Scaife, a millionaire who "has spent millions attempting to discredit the President" and funded the Pepperdine University positions Kenneth Starr was to take when he finished his investigations (Hosenball and Isikoff, 1998, p. 29).

In addition, Linda Tripp's recording of Lewinsky was first done at the prompting of Lucianne Goldberg, a literary agent for Alfred Regnery's publications which "include books alleging crimes and debauchery within the Clinton White House"--Regnery is also a friend of Starr's ("Let slip," p. 30).
